...The former was limited to areas with sloping land or poor soil quality and was aimed simply at preventing disasters, while the latter imposed the necessary regulations for the development of residential environments, such as roads and plazas necessary for residential areas, and although it was limited to relatively large developments of 1 hectare or more in scale, it clarified the distinction between ``residential land'' and ``base land'' in general private residential development, and positioned ``residential land'' as part of the environmental development of ``urban'' areas.
[Regulations under the City Planning Act]
This was further developed with the "drawing of lines" and "development permission system" of the City Planning Act (1973). This law designated city planning areas for which city plans were to be established, and further divided these areas into urbanization areas (areas that already constitute urban areas, and areas where urbanization should be prioritized within approximately 10 years) and urbanization control areas (areas where urbanization is restricted, and in principle development activities are limited to well-planned, high-quality housing development of 20 hectares or more).
