Development Assistance Committee

One of the internal committees of the Organization for Economic Cooperation and Development (OECD). Abbreviated as DAC. It is an organization that discusses and exchanges opinions necessary to promote economic cooperation between developed countries and developing countries, regularly reviews the amount and content of aid, and adjusts aid policies. Its predecessor was the Development Assistance Group (DAG) established in 1960. With the reorganization of the Organization for European Economic Cooperation (OEEC) into the OECD in 1961, DAG was dissolved and became DAC, a subordinate organization of the OECD. As of the end of 2013, there are 27 members, including 26 of the OECD member countries (34 countries) and the European Union (EU), and Japan has been a member since the establishment of DAG. DAC has a plenary session consisting of all member countries, and five permanent working groups under it, such as aid financing, aid evaluation, development aid and the environment, and statistical issues, which review the aid performance of each member country. In addition, a high-level conference of the highest economic cooperation officials from member states is held once a year to adopt recommendations to member states on aid issues.

経済協力開発機構(OECD)の内部委員会の一つ。略称DAC(ダック)。先進国が開発途上国に対して行う経済協力を促進させるために必要な協議や意見の交換、援助量と内容に関する定期的検討および援助政策の調整などを行う機関である。前身は1960年に設立された開発援助グループDevelopment Assistance Group(DAG)で、1961年のヨーロッパ経済協力機構(OEEC)からOECDへの改組に伴い、DAGは発展的に解消してDACとなり、OECDの下部機構となった。メンバーは、OECD加盟国(34か国)中の26か国とヨーロッパ連合(EU)の計27(2013年末時点)で、日本はDAG設立時から参加している。DACには、全加盟国によって構成される本会議と、その下に援助資金面、援助評価、開発援助と環境、統計問題など五つの常設作業部会があり、各加盟国の援助実績の審査が行われている。そのほか、年1回加盟国の経済協力に関する最高責任者による上級会議が開催され、援助問題に関する加盟国への勧告が採択されている。
