Cabinet Order on Fingerprints in the Foreigner Registration Act

...The new registration application period has been extended (from 60 to 90 days), the registration requirements have been relaxed (fingerprinting is required only once in principle, the number of photographs required has been reduced, etc.), the compulsory age for registration application, carrying registration certificate, and fingerprinting has been raised (from 14 to 16), the period for confirming the change of registration certificate has been extended (from 3 to 5 years), and imprisonment for not carrying a registration certificate has been abolished. However, since the 1955 "Cabinet Order on Fingerprints in the Alien Registration Law," fingerprints have been required on the registration card, registration certificate, and fingerprint original paper to prevent counterfeiting, transfer, and duplicate registration of registration certificates (this point has been strongly criticized). Alien registration was a system widely implemented in many countries in the mid-20th century, but with the progress of internationalization, each country has been significantly simplifying the system, and the concept of alien registration no longer exists within the European Union (EU).
