Alien Registration Order

...During that time, the registration system changed due to the many wars and changes in social conditions. What is important in relation to the current system is the "Aliens Registration Order" (Imperial Ordinance promulgated in 1947) that came into effect after World War II. This ordinance stipulated that any foreigner who entered Japan or became a foreigner in Japan must apply for registration within 60 days or 14 days to the mayor or village chief of the city where he or she resided, and that after registration, he or she must always carry his or her registration certificate and present it upon request by a government official.

...After that, the laws were enacted, revised, and repealed several times according to the actual needs, but before World War II, there was a strong "cut and run" feel to the law. After World War II, the Constitution of Japan was enacted, and the basic guarantee of freedom of international traffic was proclaimed (see especially Article 22 "Freedom of Residence, Movement, and Emigration"), but until the Peace Treaty came into effect (April 28, 1952), immigration control was in the hands of the occupying forces, and the main law in operation was the Imperial Ordinance "Alien Registration Order" (promulgated in 1947) enacted under the Treaty. With the coming into effect of the Peace Treaty, the "Immigration Control Order" (Cabinet Order promulgated in 1951) and the "Alien Registration Law" (promulgated in 1952) were enacted, and the "Immigration Bureau Establishment Order" (Cabinet Order promulgated in 1951.
