This modern diplomatic examination was first introduced in the UK in 1853, and in Japan in 1893. However, in the US, there is a strong tradition of a spoils system in which a diplomatic post was promised as a reward for meritorious elections, and it was not until 1924 that professional diplomatic promotion examinations were introduced.
