After the Siege of Osaka, the shogunate magistrates of Settsu, Kawachi, and Izumi (Settsu, Kawachi, and Izumi) actively promoted the development of river mouth tidal flats, rough grass on the river surface, and leftover wasteland in various places around the Genna and Kan'ei eras (1615-44). One representative example is Yugumokai (present-day Sakai City, Osaka Prefecture). During the Kan'ei era (1624-44), the shogunate magistrate Kozai Yugumo, with the cooperation of Sakai merchant Kijiya Shoemon, developed new rice fields in the wilderness stretching east from the area around Emperor Nintoku's tomb in Otori County, Izumi Province. 大坂の陣後,摂河泉(摂津,河内,和泉)の幕府代官は,元和・寛永(1615‐44)のころ各地で川口干潟,川面荒芝地,開残荒地などの開発を積極的に推進した。その代表的な一例が夕雲開(現,大阪府堺市)である。寛永年間(1624‐44),幕府代官高西(こうざい)夕雲が堺の商人木地屋庄右衛門の協力を得て,和泉国大鳥郡の仁徳陵周辺から東にひろがる原野に新田を開発,当初は万代新田(もずしんでん)と名づけたが,開発者の名にちなんで夕雲開と呼ばれるようになった。
