On November 8, 988, the governors and peasants of eight districts in Owari Province united in filing a 31-article petition to the Imperial Court against the tyrannical rule of the provincial governor Fujiwara no Motomichi over the last three years, requesting his dismissal. This document shows that Motomichi carried out every possible evil rule, including forcing tax collection, collecting interest on loans over a set amount, and imposing more than 20 types of taxes in addition to rent, labor, and tribute. It is an important historical document for the study of local politics. According to Fujiwara no Sanesuke's diary, "Shoyuki," Motomichi was dismissed the following year (989). There are several versions of this document, including one from Waseda University, one from the Historiographical Institute of the University of Tokyo, and one from Shinpuku-ji Temple.

永延2 (988) 年 11月8日,尾張国8郡の郡司,百姓らが一致して,国司藤原元命の3ヵ年にわたる暴政を,31ヵ条にまとめて朝廷に訴え,彼の罷免を要請した文書。強制的に正税出挙を行い,定額以上貸付けては利息を取り,租・庸・調のほかに 20種以上の賦課を課するなど,悪政の限りを尽したことを示すもので,地方政治研究の重要な史料。藤原実資の日記『小右記』によれば,元命は翌年 (989) に罷免されている。早稲田大学本,東京大学史料編纂所本,真福寺本など諸本がある。
