Mineral products were scarce, with only coal (southern Limburg), rock salt (Drenthe), and oil, but in 1964, natural gas reserves of 1.8 trillion cubic meters were discovered in the eastern part of Groningen, and the country suddenly became rich in underground resources. The government, Shell, Esso, and the three parties established the Netherlands Natural Gas Company, which began production and distributes natural gas through a pipeline network not only within the country but also to Belgium, northern France, and West Germany. In 1973, natural gas production exceeded 70 million cubic meters, and the export value exceeded the domestic consumption value of imported oil, giving the country an energy self-sufficiency rate of 110%, but the government has adopted a policy of gradually reducing exports and rapidly increasing energy imports in order to secure natural gas resources.
