...In today's Japan, it is one of the child welfare facilities under the Child Welfare Law (promulgated in 1947), and is "a facility that provides day-to-day care for infants or small children who lack care, on the request of their guardians." The origins of such facilities are not entirely clear, but it is generally believed to have begun in 1779 in Alsace-Lorraine, France, when Protestant pastor Jean Fréderic Oberlin (1740-1826) started day-time care for children from poor families. In 1837, Froebel established a daycare facility at a kindergarten, and in 1844, Firmin Marbeau established a daycare facility for factory girls in Paris. In England, R. Owen established an infant school in New Lanark, and since then, such facilities have been established in various places.
