A district of Kushiro City in southeastern Hokkaido. Located near the mouth of the Akan River, sand dunes have developed on the coast. The name comes from the Ainu word Ota-noshike (meaning the middle of the sandy beach). The low, wet peat soil is unsuitable for farming, so livestock farming developed there. Since the livestock market (commonly known as the Horse Market) opened in 1911, it has become a horse market on par with Morioka and Sanbongi. The livestock market prospered from the Taisho era to the early Showa era, and at its peak, freight cars loaded with horses were made from Orakumo and shipped to Honshu from Hakodate and Muroran ports. Currently, dairy cows are traded here. A cardboard manufacturing plant began operation in 1983, and most of the products are shipped to Honshu from Kushiro Port.
