...Certified patients receive medical treatment (free medical treatment), disability compensation according to the degree of disability caused by the disease, and compensation is paid to surviving family members if they die from the disease. These expenses are covered by a pollution load levy paid annually by emitters of air pollutants according to their past and present emissions. Patients of diseases such as Minamata disease and Itai-itai disease, where the relationship between the causative substance and the disease is such that (1) it is generally clear that the substance causes the disease, and (2) the disease would not be contracted without the substance, are also provided with relief under a similar system (in this case, water-polluted and air-polluted areas are called Type 2 areas).
