There were two types of monopoly: the official sales method, in which government agencies sold to consumers, and the commercial method, in which sales were entrusted to merchants. In the commercial method, merchants were required to purchase government-issued promissory notes (such as salt and tea leaves) and, in exchange for the promissory notes, were given monopoly goods and a monopoly license at the production site, and were allowed to sell within a designated area.
