The Middle Ages in Mutsu Province began in the 12th century with the rule of Oshu and Ushu provinces by four generations of the Oshu Fujiwara clan (Kiyohira, Motohira, Hidehira, Yasuhira). The Fujiwara clan inherited control over the Oku-Roku district (Isawa, Esashi, Waga, Hienuki, Shiba, Iwate) in Mutsu Province from the Abe clan and Kiyohara clan that preceded them. Using this as a base, the Fujiwara clan extended their control to the area south of the Oku-Roku district, and eventually brought the entire Mutsu Province under their control.
