...Its origins date back to the Privy Council, an advisory body to the king made up of members of the privileged class. In the 17th century, in order to overcome the expansion of the Privy Council and political restrictions, the king began to invite only some of its favorites and influential ministers to secret meetings in his own cabinet, which became known as the cabinet council. It has something in common with China in that it arose as a de facto system in the inner courts to support the monarch as an active ruler, separate from the public state system, which was easily bound by clan power and tradition.
