Political scientist. Born in Gunma Prefecture. Graduated from the Department of Political Science, Faculty of Law, Tokyo Imperial University in 1920. He was the first person in charge of the first public administration course established at the University of Tokyo Faculty of Law in 1922, and is considered the founder of modern public administration in Japan. He resigned as professor during the University of Tokyo academic purge incident (Hiraga academic purge) in 1939, and subsequently served in various positions, including member of the House of Representatives (1942-45), president of Ochanomizu University (1954-59), and professor at International Christian University (1962-65). He is the author of many books, but his major works on public administration include "Administrative Organization" (1930), "A Study of British Local Administration" (1949), "Introduction to Lectures on Public Administration" (1950), and "Collection of Research Essays on Public Administration" (1965), and his major works on political science include "The Task and Object of Political Science" (1925), "The Development of Modern Political Science in Japan" (1949), "Comparative Political Institutions" (1950), and "Principles of Political Science" (1952).

政治学者。群馬県出身。1920年東京帝国大学法学部政治学科卒業。22年に東大法学部に初めて設置された行政学講座の初代担当者であり，日本における現代行政学の創始者である。39年の東大粛学事件(平賀粛学)に際して教授を辞任し，その後は衆議院議員(1942‐45)，お茶の水女子大学学長(1954‐59)，国際基督教大学教授(1962‐65)などを歴任した。著書は多数にのぼるが，行政学関係の主要な業績としては，《行政組織論》(1930)，《英国地方行政の研究》(1949)，《行政学講義序論》(1950)，《行政学研究論文集》(1965)などがあり，政治学関係の主要な業績としては，《政治学の任務と対象》(1925)，《日本における近代政治学の発達》(1949)，《比較政治機構論》(1950)，《政治学原理》(1952)などがある。
