…In the 1635 (Kan'ei 12) "Buke Shohatto," the shogunate enacted an article entitled "Private checkpoints, new law tsuru, and prohibitions," banning new tsuru, but this did not mean that the tsuru policies of various feudal domains disappeared. The enforcement agencies for tsuru were the Kuchidomebansho and Okinokuchibansho, which were set up throughout the feudal domains, and they not only controlled the inflow and outflow of goods at ports, but also at key points of land transportation such as the feudal domain borders. The specific purpose of tsuru varied slightly depending on the time and place, and in the early modern period, tsuru was intended to prevent shortages of necessary goods due to inflow and outflow within the feudal domain and to unify the feudal domain's economy. …

…1635年(寛永12)の〈武家諸法度〉に幕府は〈私関所，新法の津留，制禁の事〉という一条を定め，新規の津留を禁じたが，以後諸藩の津留政策がなくなったわけではない。津留の執行機関は藩領各地に設けられた口留番所（くちどめばんしよ）や沖ノ口番所で，湊における移出入の統制だけでなく，藩境目など陸上交通の要所においても取り締まったのである。　津留の具体的目的は時期･場所によって多少の違いがみられ，近世初期の津留は藩の必要物資が移出入によって不足することを防止し，藩経済の一体化を図るものであった。…
