[Ancient times]
A lower province belonging to the San'in-do (Engishiki). It is believed to have belonged to the Yamato state's imperial court earlier than Izumo province, and the province was appointed as the Oki kuni no miyatsuko. Later, at the end of the 7th century, a system of Kaihyo (a kaicho) was established in Shimazu and Sukihyo (a sukicho) in Shimazu, as confirmed by wooden tablets unearthed at the site of Fujiwara-kyo.
