Born December 20, 1868. His wife was Otsuka Kusuoko. He studied in Europe in 1896, and after returning to Japan, he became the first Japanese professor of aesthetics at the Tokyo Imperial University. He was the initiator of the Bunten Exhibition and also played an active role as an art judge. He was a member of the Academy of Japan. His posthumous work includes "Collection of Dr. Otsuka's Lectures." He passed away March 2, 1931. He was 64 years old. He was from Kosuke (Gunma Prefecture).
