The foreign settlement was located in Akashicho, Tsukiji, Tokyo from 1868 (Meiji 1) until 1899, when foreigners were given permission to reside in the mainland. The settlement was a special area where foreigners were allowed to live and do business, and was granted extraterritoriality; it was a foreign country within Tokyo. In 1869, the first public telegraph service was established between the telegraph office next to the customs office in the settlement and the telegraph office on the east corner of the Yokohama Courthouse, churches and mission schools were opened, and the Tsukiji Hotel (completed in 1868, burned down in 1872) was built nearby, exclusively for foreigners. 1868年(明治1)から99年外人の内地雑居許可までの期間,東京築地明石町にあった外国人居留地。居留地は,そこだけ外国人の居住・営業を許し,治外法権を認めた特別地域で東京の中の外国であった。69年にはこの居留地内の運上所隣接の電信局と横浜裁判所東角の電信局との間にはじめて一般公衆用の電信が交わされるようになったり,教会やミッション・スクール等が開設されたり,また近くには外国人専用の築地ホテル館(1868完成,72焼失)ができるなど,居留地周辺は独特の開化風俗がただよい,錦絵の題材ともなった。
