A town in Hiyama County, Hokkaido. The area of ​​Hakodate and Fukuyama was originally Shimonokuni, and this area and the neighboring Esashi region to the north were called Kaminokuni. The area has been developed since ancient times. Most of the area is mountainous, with thick cypress forests, agriculture is practiced in the lowlands along the Tennogawa River, and squid and Atka mackerel are caught along the coast. 547.71 km2 . 5,428 people (2010).
