…Through a critical examination of German social policy theory, Okochi wrote “Fundamental Problems of Social Policy” (1941) and constructed his own theoretical system, which he himself called “Economic Theory of Social Policy.” This theory became the dominant theory on social policy, so much so that it is commonly referred to as the “Okochi Theory.” After the war, he organized several surveys, centered around the Institute of Social Science at the University of Tokyo, such as “The Actual State of Postwar Labor Unions” (1950), and presented key concepts for elucidating Japanese labor-management relations, such as enterprise unions and migrant wage labor, which had a great impact on the academic world. …
