He was one of the 18 great masters of the time (1767-86) when Tanuma Okitsugu served as chamberlain and senior councilor, and was a bill-broker. He belonged to the first group of Tenno-cho in Edo and lived in Asakusa. He was known as a master of farce. His original name was Seibei. His pen name was Keisha.
