Born January 23, 1785. The third son of Koga Seiri. In 1811 he became an apprentice Confucian scholar for the shogunate, and in 1812 he became a Confucian scholar himself, teaching at the Shoheiko Academy. He was knowledgeable about the various schools of thought, and also discussed issues such as coastal defense. He passed away January 30, 1845. He was 60 years old. He was from Saga, Hizen. His given name was Yu, and his pen name was Kiyo. He was commonly known as Kotaro. His works include "Ima Saikai" and "Kaibō Kosokusoku."
