This refers to the secondary business of maintaining and developing the organizational structure itself in order to enable the efficient achievement of the objective activities, which are distinct from the primary business of an organization. Management at the higher levels of an organization is called top management, and at the intermediate levels it is called middle management. In administrative reform, the nature of administrative management is often emphasized.
