Convertibility of the yen

…(1) This allows nonresidents to freely exchange the currency they have acquired through current transactions for other currencies at stable exchange rates. An example of this is the restoration of convertibility in December 1958 in 15 Western European countries (the 14 member countries of the European Payments Union (EPU), excluding Greece, Iceland, and Turkey, plus Finland). Japan also restored the convertibility of the yen in this sense by establishing the Nonresident Free Yen Account (Free Yen) in July 1960. These measures were of historical significance in that they enabled the subsequent development of multilateral trade. …
