Japan's fishing industry, which has expanded from the coast to offshore and from offshore to the ocean since the 1950s and has increased its catches, is being forced to reconsider its coasts as 200-mile economic zones and exclusive fishing zones are established in various countries around the world. Coastal fishing has been promoted through structural improvement projects based on the Coastal Fisheries Promotion Law (enacted in 1963), but in 1974, the Coastal Fisheries Development Law was enacted to further expand coastal production in response to the changing social situation. This law was intended to formulate and promote coastal fishing development plans (the first was from 1976 to 1982, the second from 1982 to 1988) through the installation of large fishing reefs, and to promote and expand resource cultivation through the release of seedlings, or so-called aquaculture. ...

...The future issue of marine recreational fishing is how to harmonize and adjust the productive and leisure use of the sea by fishermen in terms of time, place, and fishing methods. In this context, the Fisheries Management System Study Group, a private advisory body to the Director-General of the Fisheries Agency, compiled a report in 1983, the main points of which were "to protect the livelihoods of coastal fishermen, to impose restrictions on sea fishing, to require registration of fishing boats, and to allow fishing fees to be collected." In response to this, the Coastal Fisheries Development Law (promulgated in May 1974) and other laws were amended in June of the same year and came into effect on the same day. As a result, the registration of recreational fishing guide boats and the numbering system (aimed at facilitating the crackdown on illegal fishing, etc.) were implemented in all prefectures across the country, and the establishment of "recreational fishing restricted waters (no fishing areas)" and "recreational fishing use waters (a fishing pond in the sea, so to speak)" in major fishing areas was also established.
