Born June 2, 1851. Joined the Ministry of Public Works in 1884, and became Chief Railway Engineer at the Ministry of Communications in 1926. In 1936, became president of Kyushu Railway. In 1946, became a member of the House of Representatives (elected three times, Constitutional Party). Served as president of the Railway Bureau in the Okuma Cabinet, and Minister of Railways in the Kato Takaaki Cabinet and the Wakatsuki Cabinet. Member of the House of Peers. In 1929, became president of the South Manchuria Railway. Died October 30, 1931. Age 75. Born in Tosa (Kochi Prefecture). Graduated from the Imperial College of Engineering.
