...At this time, the Ministry of International Trade and Industry (MITI) decided that the Japanese petrochemical industry was overly competitive, and in 1967 set a 300,000-ton standard for new ethylene production facilities in order to streamline the proliferation of petrochemical companies and foster a small number of internationally competitive companies. MITI hoped that this standard would naturally reduce the number of companies making new capital investments, but instead it stimulated capital investment aimed at the survival of each company, resulting in an unprecedented capital investment boom from the late 1960s to the early 1970s, with nine 300,000-ton ethylene plants being built one after another. During this period, Japanese companies already had sufficient technological capabilities, so international technology was widely used in ethylene plants as well as in plastic and synthetic fiber raw material production plants. ...
