A city in the northwest of Wakayama Prefecture. It was incorporated as a city in 1934. It faces Kuroe Bay and has developed into a city with the Kisei Main Line and the Hanwa Expressway passing through it. Kuroe has been known since early modern times for its lacquerware (Kuroe lacquerware), while the shipping port town of Hikata has been known for its Japanese umbrellas, and spinning is thriving in the inland sea. Palm products (scrubbing brushes, mats, brooms) and Kishu mandarin oranges are also local specialties. In the early modern period, salt fields were cultivated along the coast of Kuroe Bay, but these were abolished at the end of the Meiji period. Reclamation work that began after that was completed in the 1960s, and the city is part of the Kihoku coastal industrial zone, with thermal power plants, steel and oil factories moving in. The Nogami Electric Railway (11.4 km), which connected Hikata with the trailhead in Nogami Town (now Kimino Town), was closed in 1994. In April 2005, Shimotsu Town in Kaiso District was incorporated.
