Ethylene Center

... In 1980, the Ministry of International Trade and Industry decided on the "Petrochemical Industry Development Measures," which included tax incentives and made clear its intention to actively provide administrative guidance. In the first phase of the plan, the industrialization plans of about 15 companies were promoted, centering on four naphtha cracking centers, or ethylene centers (Nippon Petrochemical Kawasaki, Mitsubishi Petrochemical Yokkaichi, Sumitomo Chemical Niihama, and Mitsui Petrochemical Iwakuni). Construction of the first phase of the plan was almost completed and operations began between 1982 and 1986. ...

[Japanese Industrial Complex]
However, the clearest technological linkages and regional structure of these connections are undoubtedly the petrochemical complexes that began to develop in Japan in the mid-1950s. As shown in the figure, these are located next to naphtha cracking plants (called ethylene centers) that use the various fractions produced by the cracking plant as raw materials, and oil refineries that send naphtha to the cracking plants. Each plant is connected by pipes, and the products of each plant are sent by pipe to the next plant as raw materials, in a literally combined production system. Linking these petrochemical complexes to industrial sites with artificial harbors created by reclaiming land on the coast to create coastal industrial zones was the axis of industrial construction in Japan during the period of high economic growth.

From the Petrochemical Industry

...Among these measures, steps have been taken such as the disposal of 2.29 million tons of ethylene production facilities and the establishment of a joint sales company for polyvinyl chloride resin, but these have not provided a definitive solution.
[Modern Japan's Petrochemical Industry]
Japan's petrochemical industry is based mainly on petrochemical complexes (ethylene centers) with 15 ethylene plants located throughout the country. The companies that make up these complexes can be divided into three groups: integrated manufacturers, olefin manufacturers, and derivative manufacturers.
