…In 1868, he was recommended by Ito Hirobumi and became a probationary judge for Hyogo Prefecture. In 1871, he submitted a Petition to Abolish Eta and Hinin to the Minister of Civil Affairs, Oki Takatoshi. In 1872, he became the governor of Kanagawa Prefecture, and under the orders of Foreign Minister Soejima Taneomi, he became the presiding judge in the case of the mistreatment of Chinese coolies on the Peruvian steamship Maria Luz, which had docked in Yokohama. He ruled that the slave trade was against humanity and had all 231 coolies repatriated to their home countries (the Maria Luz Incident). …
