The theory of naval defense began as a theory of developing Ezo to prevent Russia from moving south. The first of these, Kudo Heisuke's Aka-Ezo Fusetsuko (1783 manuscript), advocates opening up trade with Russia and banning smuggling in Ezo, while at the same time clarifying the situation in Russia, but does not yet mention defense.
