An agreement concluded on August 31, 1907 between Britain and Russia regarding Iran, Afghanistan, and Tibet. Due to the conflict of interests between the two countries in Asia, Britain adopted a hostile foreign policy toward Russia even during the Russo-Japanese War. However, after Russia's defeat and Germany's hardline global diplomacy, Britain attempted to adjust Britain's and Russia's spheres of influence in the Middle East and realize an enclave to encircle Germany. Negotiations began in 1906, and the agreement was concluded in St. Petersburg. The contents of the agreement were: (1) Regarding Iran, the northern and central parts, including Tehran, would fall under Russia's sphere of influence, and the southeastern part would fall under Britain's sphere of influence, with a buffer zone in between. (2) Regarding Afghanistan, it would fall under Britain's sphere of influence. (3) Regarding Tibet, Chinese sovereignty would be recognized, and non-interference in internal affairs would be maintained. As a result of this agreement, the Triple Entente, consisting of Britain, France, and Russia, was established to encircle Germany.

1907年8月 31日，イラン，アフガニスタン，チベットに関してイギリスとロシアが結んだ協約。アジアにおける両国の利害対立から，日露戦争に際しても，イギリスはロシアに敵対的な外交政策をとった。しかし，ロシアの敗北，ドイツの強硬な世界外交をみて，中東における英露の勢力範囲を調整し，ドイツ包囲の協商網の実現をはかろうとし，06年から交渉を進め，ペテルブルグで協約を成立させた。内容は，(1) イランについては，テヘランを含む北部および中部をロシアの，南東部をイギリスの勢力範囲とし，その間に緩衝地帯をおく。 (2) アフガニスタンについては，イギリスの勢力範囲とする。 (3) チベットについては，中国の宗主権を認め，内政不干渉を守る，など。この協商の結果，ドイツ包囲の英仏露三国協商が成立した。
