Based on the Canadian National Railways Act of 1920, the Canadian National Railway Company was established by merging four private railways and their subsidiaries, a total of 99 companies, into a national railway company, but in 1995 it sold its shares to the private sector and became a private company. Since April 1, 1978, the management responsibility for intercity passenger service, which had been the Achilles heel of the company's management, has been taken over by the newly established Via Rail, and the company has become a railway that mainly transports freight. However, passenger train operations are operated in exchange for a commission fee based on a contract with Via Rail.

1920年に制定されたカナダ国有鉄道法に基づき,4民営鉄道とその子会社の計99社を統合して誕生した国有国営の鉄道会社であったが,1995年に株式を民間に売却して民営企業となった。78年4月1日以降,経営のアキレス腱となっていた都市間旅客営業の経営責任は,新設のビア鉄道VIA Railに肩代りされたので,貨物輸送を主体とする鉄道となった。しかし旅客列車の運転はビア鉄道との委託契約に基づき委託料を受けて行っている。
