…He became a monk in 1265 (Bun'ei 2) and took the post of Buddhist priest Ensei. He was a unique politician who supported the long-term cloistered government of Emperor Gosaga. In 1246 (Kangen 4), he became a member of the Innohiyojo (Councillors' Council), which was first established at the request of the shogunate, and also gained fame as the head of the Kebiishicho (Chief Police Officer's Office). After he became a monk, he submitted a 14-article petition in response to Emperor Gosaga's inquiry. The petition clearly expressed his political ideology, which was based on thorough rationalism and the supremacy of the monarchy, as symbolized by his claim that the performance of Shinto rituals and the promotion of Buddhism should be subordinated to human concerns and the interests of the country. It is believed that this petition had a great influence on the Koan Tokusei (Courtesy of the Courtiers) that was soon to be launched. …

…65年(文永2)出家，法名円性。長期にわたる後嵯峨院院政を支えた異色の政治家で，1246年(寛元4)，幕府の要請によってはじめて創設された院評定（いんのひようじよう）のメンバーとなり，また検非違使庁別当としても名声を博した。出家後の彼が後嵯峨院の諮問に答えて上申した〈奏状〉14ヵ条は，〈神事の興行〉〈仏法の紹隆〉を〈人の煩い〉〈国の利〉の下に従属させるべしという主張に象徴されるように，徹底した合理主義と王権至上主義をモットーとする彼の政治思想がよく表明されており，間もなく開始される公家弘安徳政に大きな影響を与えたものと考えられる。…
