In 1246 (Kangen 4), he became a member of the Innohiyojo (Councillors' Council), which was first established at the request of the shogunate, and also gained fame as the head of the Kebiishicho (Chief Police Officer's Office). After he became a monk, he submitted a 14-article petition in response to Emperor Gosaga's inquiry. The petition clearly expressed his political ideology, which was based on thorough rationalism and the supremacy of the monarchy, as symbolized by his claim that the performance of Shinto rituals and the promotion of Buddhism should be subordinated to human concerns and the interests of the country.
