...In the wake of the Emperor Organ Theory issue in 1935, the Ministry of Education independently began compiling this book as a teaching material for the theory of the national polity, in line with the government's statement on the "clarification of the national polity." In November 1935, the Ministry of Education established the Council for the Reform of Education as an advisory body to the Minister of Education to consider ways of reorganizing education and scholarship based on the idea of the national polity. However, before the Council's report (October 1936) was submitted, a compilation committee was organized under the leadership of Ito Nobuyoshi, head of the Ideology Bureau, with members from both inside and outside the ministry, including Ogawa Yoshiaki, head of the Ideology Division, and Shida Nobuyoshi, a member of the National Institute of Spiritual Culture, and began compiling the book in 1935. The manuscript was supposed to have been drafted by Hisamatsu Senichi, an assistant professor at Tokyo Imperial University, but in reality Shida, under the guidance of Hisamatsu, wrote the original draft, which was then revised and compiled by Ogawa and Ito. ...

…The abbreviated name at the time was “Seikeiken.” The first director was Ito Nobuyoshi, a “reformist bureaucrat” at the Ministry of Education. When it was first established, it was located in Kanda, Tokyo, but soon after, the office building was built in Kami-Osaki, Shinagawa Ward. …

…1935年天皇機関説問題を契機に政府の〈国体明徴〉声明に沿って，文部省が独自に国体論の教材として編纂に着手したものである。文部省は，国体観念に基づく教育･学問の改編方策を検討するために35年11月，文部大臣の諮問機関として〈教学刷新評議会〉を設置したが，その答申(1936年10月)を待たずに，思想局長伊東延吉の主導のもと，思想課長小川義章，国民精神文化研究所員志田延義等を中心として省内外の委員を加えた編纂委員会が組織され，35年中に編纂を開始した。原稿起草は東京帝国大学助教授久松潜一の担当とされたが，実際には久松の指導を受けた志田が原案を執筆し，小川･伊東がそれに修訂を加えてまとめられたという。…
