Japanese: 商調法 - しょうちょうほう

Its official name is the Special Measures Law for Adjusting Retail Trade. It was enacted in 1959 (amended in 1978) in order to "ensure fair opportunities for retailers to conduct business activities and remove factors that impede the normal order of retail trade." Its main contents are: (1) restrictions on purchasing associations, allowing the prefectural governor to prohibit the use of non-members of purchasing associations if it significantly harms the interests of small and medium-sized retailers; (2) a license system for the opening of retail markets in special wards of Tokyo and designated cities; (3) a notification system for manufacturers and other businesses engaged in retail trade for goods designated by government ordinance; (4) the prefectural governor's mediation or arbitration in disputes between small and medium-sized retailers and large corporations, etc. Together with the Large-Scale Retail Store Law, it aims to maintain and adjust the order of distribution between small and medium-sized retailers and large supermarkets, etc.

正称は小売商業調整特別措置法。〈小売商の事業活動の機会を適正に確保し，小売商業の正常な秩序を阻害する要因を除去〉するために1959年に制定された(1978改正)。そのおもな内容は，(1)購買会事業に対する規制として，員外利用が中小小売商の利益を著しく害するときは知事はそれを禁止できる，(2)都の特別区と指定都市における小売市場開設の許可制，(3)政令で指定する物品につき，製造業者等が小売業を兼業する際の届出制，(4)中小小売商と大企業などとの紛争に関する知事の斡旋（あつせん）または調停，などであり，大規模小売店舗法とともに中小小売商と大型スーパーマーケットなどとの間の流通秩序の維持･調整を図るものである。
