This festival is held every year for three days from September 1st in Yatsuo Town, Nei District, Toyama Prefecture (now Toyama City). During this period, the whole town sings and dances to the Etchu Owara Bushi. It is said to have started when, in 1702, documents related to the establishment of the town were returned to the town, and for three days, people were allowed to do as they pleased. They performed folk songs and joruri, and paraded around the town to the accompaniment of shamisen, taiko drums, and kokyu. It later became a Bon festival event in the seventh month of the lunar calendar, and then evolved into the current event held on the 210th day (September 1st) to pray for protection from the wind and a good harvest. 富山県婦負(ねい)郡八尾(やつお)町(現・富山市)で毎年9月1日から3日間行われる祭。この期間は町中が《越中おわら節》をうたい踊る。元禄15年に町立てに関する文書が当町に戻ったことを祝い3日間の無礼講が許され,町の人々が俗謡・浄瑠璃などを催し,三味線・太鼓・胡弓などの鳴り物に合わせて町内を練り歩いたことが始まりとされる。のち陰暦7月の盆の行事になり,さらに現在の二百十日(9月1日)の,風よけと五穀豊穣を願う行事となった。
