In 1871 (Meiji 4), the German consul in Yokohama planned to set up a gas company and applied to Kanagawa Prefecture, but the prefectural governor, Iseki Moriyoshi, feared that the business would fall into foreign hands, and in consultation with Takashima Kaemon and other volunteers, he planned to set up a separate gas manufacturing plant. Construction began under the design and supervision of French engineer Peregueren, and was completed in September of the following year, lighting gas lamps in the foreign settlement. This was the beginning of gas lighting in Japan.
