Ishikawa-so

...It is said that when Emperor Kanmu dispersed the land of the Kamo Shrines in Yamashiro Province to various provinces and enshrined the divided spirits of the shrines, they were also enshrined here. In 1090 (Kanji 4), Emperor Horikawa donated 40 hectares of public land in Ishikawa Manor (Kamo City) as a donation of rice to the Kamo Shrines. From this, the area naturally came to be called Kamo (the place name first appeared in 1355 (Shohei 10, Bunwa 4)).
