...The process by which Ashur transformed into the national god of the later Assyrian Empire paralleled the political development of Assyria. First, he was associated with Enlil, the king of the Babylonian gods, around the 13th century BC, and then, around the 9th century BC, he was identified with Anshar, the father of the supreme Babylonian god Anu. Ashur became the god above all other gods, and this established the theological foundation for the formation of the Assyrian Empire in the 8th and 7th centuries BC. Incidentally, in the fragment of the Babylonian creation myth Enuma Elish unearthed in Ashur, Ashur, not Marduk, is the protagonist.
