Born August 19, 1887. Joined the Ministry of Foreign Affairs, and served as Ambassador to Italy and Vice-Minister of Foreign Affairs before becoming Director General of the Intelligence Bureau in 1943. In 1946, while Director General of the Ministry's Intelligence Department, he issued the Tenpu Statement, which emphasized Japan's sole control of East Asia, provoking backlash from China and Europe and the United States. After the war, he served as Executive Director of the United Nations Association of Japan, among other positions. Died July 31, 1968. Age 80. Born in Tokushima Prefecture.
