After World War I, he was active in business and journalism, before devoting himself to historical research, publishing the results of his work in Political Structure at the Time of George III's Accession (1929) and England in the American Revolution (1930). By providing a detailed account of parliamentary history that focused on biographical studies of individual members of parliament, he called for a fundamental reexamination of the existing historiography that recognized the establishment of the two-party system and the responsible cabinet system in 18th century England, and pioneered a unique style of scholarship known as "Neemia's historiography." …
