In May 1951, the Republic government concluded the "Agreement on the Peaceful Liberation of Tibet" with the Dalai Lama's government. This was known as the "Tibet Agreement," and the signatories were the central government's Chief Plenipotentiary, Li Weihan, Director of the United Front Department and Director of the Department of Ethnic Affairs, and the Tibetan Local Government's Cabinet member Apei Awangjinmei. The agreement guaranteed the unity of religion and state in the Lama's rule and freedom of religion, but the introduction of general education and Western medicine blew a hole in the old ruling system, and in 1954, the Qinghai-Tibet (Qinghai-Xizang) and Kang-Tibet (Xikang-Xizang) highways were completed, laying the foundation for a complete transformation of social life.
