A politician from the Democratic People's Republic of Korea. Together with Pak Dal and others, he led the Kapsan Work Committee, which responded to the anti-Japanese armed struggle in the late 1930s, and was arrested in 1937 and given a life sentence. From the second conference in 1948 onwards, he was a central member of the Workers' Party and was in charge of military affairs and foreign affairs. In particular, from the late 1950s onwards, he was involved in key party affairs as a central figure in the so-called Kapsan faction (a group originating from the later anti-Japanese armed struggle), but he was ousted in 1967 and has not been seen since. His downfall is said to have been due to differences in opinion regarding operations against the South. [Kajimura Hideki]
