…In June 1936, the London Working Men's Association was formed by skilled workers including W. Lovett and H. Hetherington, and they started a petition campaign demanding universal suffrage. At about the same time, in the industrial areas of northern England, a mass movement against the new Poor Law arose among workers, led by Tory radicals R. Oastler, J.R. Stevens, and F. O'Connor. In Birmingham, a political alliance of skilled workers and employers led by banker T. Attwood was re-formed and called for universal suffrage. The People's Charter published by the London Working Men's Association in May 1938 became the focal point for these movements, and at the Birmingham rally in August of the same year, where representatives from all over the country gathered, a policy was decided to realize this through a national petition to Parliament, and the Chartist movement began. …
