...During the Warring States period, this method was shaken by the intensification of conflicts among local feudal lords and the widespread nature of the disputes, and disputes among the feudal lords were gradually entrusted to public judicial authority, eventually putting an end to this method, but in the case of farmers, it continued to exist as a common method of resolving disputes even in the Edo period. [Early Modern Period]
This was also called tsutsurai, and the intermediary was called tsutsurainin or tsutsurainin. The Edo Shogunate made it a rule that private disputes should be resolved privately through discussion between the parties involved and mutual compromise, and it was only when it was unavoidable that it would decide on the validity of the claims of the plaintiff and defendant and issue a ruling.

…In civil cases (kuji, shidomono), the magistrate's office always recommended private settlement, and private settlement was possible at any stage of the trial. In addition to relatives and town and village officials, temples and kujiyado (inns where people involved in litigation stayed, with the owner and shidai playing a role similar to that of a lawyer) usually acted as intermediaries (atsukainin/handlers). After careful discussion, when a solution was reached, a document detailing the settlement, called a 'seikou shomon (internal settlement document),' was submitted to the magistrate's office for approval. …
