It is said that legal measures similar to the Tokusei-rei were repeatedly implemented in ancient times, such as the "Akikaeshi" that appears in the Manyoshu, but the actual situation is unclear. It was not until the late Kamakura period that the facts of legislation, content, and implementation status became clear, and in particular the Einin Tokusei-rei of the shogunate in 1297 (Einin 5) spread the name of Tokusei to all levels of society in one fell swoop. …
