...When a local government has a large deficit and is unable to rebuild itself, the Local Government Financial Reconstruction Promotion Special Measures Law (abbreviated as the Reconstruction Law) allows the government to receive assistance under certain conditions. During the post-World War II reconstruction period, the basic background of a sudden increase in financial needs and a shortage of financial resources was compounded by the effects of the recession following the Korean War, and in 1954, 38.5% of all local governments were in the red. In order to overcome this financial impoverishment of local governments, the Reconstruction Law was enacted in 1955, and its provisions have been applied mutatis mutandis to deficit-ridden local governments ever since. ...
