Formerly called Philippeville, it is a port city on the Mediterranean Sea in northeastern Algeria. In Roman times it was called Rusikade and then Kirta, and was the outer port of the present-day Constantine, but was rebuilt as the outer port of Constantine in 1838. It is the starting point of the railway to Toughourt in the Sahara Desert, and the road across the desert to Nigeria. It developed as a shipping port for wine and citrus fruits from the coastal plain, wheat and wool from the inland plateau, dates from the oases, and iron ore and phosphate rock mined in the border area with Tunisia. Currently, a natural gas pipeline (575 km) has been laid from Hasir Mer for export, and an oil pipeline (747 km) has been laid from Mesdar through Hassi Messaoud, and natural gas liquefaction plants and petrochemical complexes have been built. It is home to the ruins of the largest Roman theater in Algeria. Population: 128,747 (estimated 1987).

旧名フィリップビル。アルジェリア北東部，地中海にのぞむ港湾都市。ローマ時代にはルシカーデと呼ばれ，キルタと呼ばれた現在のコンスタンティーヌの外港であったが，1838年再びコンスタンティーヌの外港として再建された。サハラ砂漠のトゥグールトにいたる鉄道，ならびに砂漠を越えてナイジェリアにいたる道路の起点。海岸平野から産するワインや柑橘類，内陸高原の小麦や羊毛，オアシスのナツメヤシ，チュニジアとの国境地帯で採掘される鉄鉱石やリン鉱石の積出港として発展。現在では輸出のためにハシルメルから天然ガスパイプライン (575km) ，また，メスダールからはハシメサウドを経由する石油パイプライン (747km) が引かれ，天然ガスの液化プラントや石油化学コンビナートなどが建設された。同国最大のローマ劇場遺跡がある。人口 12万 8747 (1987推計) 。
